On RH bill
On HB04244
Sec3a - freedom of choice. Yes the Philippines is a democratic country ruled by the Constitution. Is this bill counter-democracy-proof? Does it mean that we have the freedom to choose whether or not to adhere to the contents of this bill?
Sec3b How do you really define reproductive health and rights?
Sec3c how will the State deliver an effective reproductive health care program? What would be the contents of the program? Would it be easier to educate the women and monitor their pregnancy or make available the many needs of pregnant women and infant care?
Sec3d budget for the services and supplies. How feasible is that for everyone especially to the marginalized?
Sec3e fully agree
Sec3f agree with number of of children with due consideration to the resources available to them; conduct of studies - can it not be done now?
Sec3g RH info as the responsibility of the Natl Govt and LGUs - agree
Sec3h active participation of orgs and communities to check the efficiency of the bill in addressing the needs of the poor esp women - helpful and promotes unity and teamwork
Sec3i abortion is illegal but will provide care for post abortion complications - so we are still expecting that there will be cases of abortion?
Sec3j this section shows TOO LITTLE ASSURANCE of the bill's effectiveness
Sec3k gender equality - I personally have conceded to the "Men supposedly being the more accountable in a marriage" notion, thus, I believe that the pursuance for gender equality is against God's law. But based on the bill's definition, this will entitle every person to the opportunities, resources/benefits and services. Women empowerment is blatantly acceptable, though. These are two different concepts.
Sec3l so the point is? Due to the limited resources of the country, a full execution of this bill might not take place? - If I understood it correctly?
Sec3m good point in aiming to bring about development to uplift the quality of life of people.
Sec3n RH program will address the needs of people in their lifetime. How????
Sec4
Population and Development -- reduce the incidence of teenage pregnancy
RH care -- Does it also cover those who have in-born reproductive problems like impotence? How exactly will it help or address the health issues of those who are incapable of reproduction?
Based on page 8
The bill obviously focuses mainly on family planning, health of mother and newborn, anti-abortion and post abortion care, youth rep. health, prevention and mgt of rep diseases (incl HIV-AIDS, infertility and sexual dysfxn, breast cancer) , RH proper education, male responsibility, -- what involves the mental health aspect of RH care? What, in relation to the RH care, will significantly cause the decreased violence against women?
RH care prog - this is created with more relevance and expected impact to the poor?
RH Rights - this section should at least be well explained to ALL the constituents but the freedom to decide seems to defy the purpose of this bill, really! But the good point is "to decide freely and RESPONSIBLY"
Sec5
Good point! Accessibility of midwives to all areas - employment opportunities
Sec6
Good point! Providing and upgrading enough emergency and neonatal facilities and services for all - is this feasible? Yes, with enough budget
Sec7
Accessibility of Family planning with PhilHealth aid. Good point!
Sec8
Accessibility of maternal and newborn health care in crisis situations. MISP (min. initial svc package) should be readily available during crises response
Sec9
Mandatory annual study on maternal death? - good to determine this so we'll know that we are to look forward to more improvements
Sec10
Family planning supplies as essential medicines - so these will be by Rx too? All health facilities should refurbish supplies on a regular basis?
Sec11
I haven't completed this entry and I don't think I still would. XD Apparently, it has been passed yesterday (December 17, 2012) and is just waiting for implementation. Nonetheless, I remain unconvinced that the RH bill is needed at the moment. Most of the provisions are good and beneficial but my question is, "Is the Philippines really ready to implement this new bill when there are other old relevant laws that are just not implemented properly?" I have heard a prominent personality in politics say that the bill was essential in a way that if the situation calls for an RH bill, at least it already exists; so far, that was the best statement I have heard in favor of the bill.
In all high hopes, I only pray that God's will be done in the Philippines :)
